Why do some settlements require specific states?

Because they rely on state-specific consumer-protection laws (e.g., California's CLRA, Massachusetts's 93A). The class definition is limited to residents of states whose laws support the underlying claim. Federal cases sometimes still have state restrictions for similar reasons.
