North Dakota consumer fraud statute (N.D.C.C. § 51-15-02). Any “deceptive act or practice, fraud, false pretense, false promise, or misrepresentation, with the intent that others rely thereon” in the sale or advertisement of merchandise is unlawful “whether or not any person has in fact been misled, deceived, or damaged.” Where a court finds the conduct was knowing, the chapter lets it award up to three times the actual damages proven.
